Hurricane Harvey damaged more than 204,000 homes and apartment buildings in Harris County alone. Three-quarters of them outside the 100-year flood plain, leaving tens of thousands of homeowners uninsured and unprepared. Harvey was a Category 4 storm that caused almost $125 billion in damages in Texas, according to the N.H.C. (National Hurricane Center). As most Houstonians remember, it wasn't the storm's damage itself that caused that much destruction, but the flood water that came with the rains. There were about 740,000 people that registered for assistance with the FEMA or (Federal Emergency Management Agency). The agency has paid almost $400 million to them thus far. This statistic alone tells you how dangerous and expensive unexpected flood waters can be.
